AI data centers have a massive water footprint — and much of it is happening far beyond their walls.
A major new report from sustainability nonprofit Ceres estimates that electricity powering data centers in just seven U.S. states is associated with roughly 3.4 trillion gallons of freshwater use every year.
That is more water than the average annual urban water demand of the entire state of California.
The analysis examined Virginia, Texas, California, Illinois, Georgia, Ohio, and Arizona — seven states that together host roughly half of all U.S. data centers.


But the surprising part is where much of this water use occurs.

Public attention usually focuses on the water data centers use directly for cooling their servers. Ceres found that an even larger and far less visible water dependency comes from the power plants generating their electricity.

About 78% of electricity in the seven states analyzed came from power plants that use water to operate. Even more concerning, **66% of those water-using power plants were located in areas experiencing medium-high to extremely high water stress.

As AI infrastructure expands and electricity demand rises, this indirect water footprint could become increasingly important — particularly in communities already facing drought or limited freshwater supplies.

Ceres argues that data-center operators, utilities, policymakers, and investors need much greater transparency around this hidden water demand, along with cleaner and less water-intensive sources of electricity.
