Breaking : Former V&A Waterfront CIO Ordered to Pay R2.9 Million After Lying to Get Job and Running Double Salary Scam


A former V&A Waterfront Chief Information Officer (CIO) who lied about her employment history to secure a lucrative job while secretly drawing a second salary has been ordered to pay nearly R2.9 million in damages.

The Cape Town Labour Court ruled against Sibongiseni Thotsejane on September 18, 2026. She was appointed as CIO on October 12, 2015 and fired for misconduct on December 12, 2016.

What did the court find?

1. She Lied About Her CV: Thotsejane told V&A she left Engen due to "political challenges" and Old Mutual because she was "headhunted". The court found she was actually fired from Engen for gross misconduct, from Old Mutual for insubordination, and from Acceleration eMarketing for missing deadlines.

2. Double Salary Scam: While working at V&A, she never resigned from her previous job at Cape Peninsula University of Technology (CPUT) where she was a Coordinator earning R606,374 per year. She was secretly drawing two salaries and using two medical aids. She also faked a R1.1 million competing offer from CPUT to inflate her V&A salary from R700k to R850k.

3. Funneling Money to Friends: She persuaded V&A's IT provider EOH to hire two of her own business associates from her company FlavaLite - Prof. Tiko Iyamu and Nokubela Mchunu - as consultants. V&A paid over R1.4 million for Iyamu and R464,000 for Mchunu, but the court found they did no meaningful work.

4. Kickback for YouTube Channel: She also solicited a disguised R20,000 kickback from a video production company to create her personal YouTube content as DJ Sibs, billed as corporate IT literacy videos.

The Breakdown of R2.9 Million:
- R1,031,000 for salary she must repay
- R1,402,000 for the Iyamu contract
- R464,000 for the Mchunu contract
Plus interest and legal costs.
